Anne Smiley
Former Technical Advisor
Anne Smiley served as Team Lead for Monitoring, Evaluation, Research and Learning with FHI 360’s Global Education, Employment and Engagement business unit. In this role, she led a team of monitoring, evaluation and research specialists that support a broad portfolio of development programs around the world. Smiley also served as a technical lead for education in crisis and conflict contexts.
Smiley has extensive experience designing, implementing, monitoring and evaluating international education projects funded by a range of donors including USAID, DFID, UNICEF, UNHCR and NSF. She specializes in the utilization of programming data through participatory data collection processes, including action research, formative evaluation and monitoring fidelity of implementation of education programs. Her technical specializations also include refugee education, conflict-sensitive education, and education for orphans and vulnerable children.
Smiley received her EdD from Teachers College, Columbia University in 2011.
