Stephen Luke is a Senior Technical Advisor for Global Education, Employment and Engagement at FHI 360. He has 24 years of experience in education program design, implementation and research and has experience with both domestic and international education policy and practice. Luke brings established expertise across a broad range of topics including literacy, teacher professional development, education policy and systems strengthening, youth and workforce development, disabilities/inclusive education, girls’ education, education in conflict and fragile states, early childhood, and educational technology.

Luke currently manages the PEPFAR-funded DREAMS Innovation Challenge program in Malawi and the USAID-funded After School Support for Teens (ASSET) in Kosovo. He also serves on the steering committee for the global Education Equity Research Initiative and co-chairs the initiative’s Disability Task Team. He served as the Director of Research and then Director of the National Dissemination Center for Children with Disabilities, providing leadership in the design and implementation of integrated, responsive, and effective information dissemination strategies to a national network of federally-funded technical assistance and dissemination centers.

Luke’s publication and presentation record includes more than 70 articles, reports, working papers and presentations. He received an EdD and EdM from Harvard University, an MA from Boston University, and a BS from Cornell University.
