Rose Wilcher is the Director of Research Utilization at FHI 360 where she provides technical leadership and management oversight to a portfolio of work focused on translating global health research findings into evidence-based policies and practices. She joined FHI 360 in 2002. For 15 years, Wilcher has worked to accelerate the application and scale-up of evidence in reproductive health and HIV programs.

Wilcher has experience implementing a range of research-to-practice strategies, including stakeholder engagement, advocacy, development of evidence-based programmatic resources, capacity building, knowledge management, and provision of technical assistance to global and national partners. She currently serves as the Knowledge Management advisor to the LINKAGES project, a global USAID-funded project focused on reducing HIV among key populations – sex workers, men who have sex with men, people who inject drugs, and transgender individuals – and improving their access to care and treatment.

Wilcher also has capacity in use of gender analysis and evidence-based gender integration strategies in health and development projects and co-chairs the Gender-based Violence Task Force of USAID’s Interagency Gender Working Group. She holds a Master of Public Health in Health Behavior and Health Education from the University of North Carolina at Chapel Hill.
