Mike Merrigan is the Director of Strategic Information and Monitoring and Evaluation (M&E) at FHI 360. He oversees the global SI/M&E team and is responsible for advancing FHI 360 scientific and technical leadership, specifically in the area of Strategic Information. Merrigan has led the development of FHI 360’s global M&E systems assessment tool, as well as FHI 360’s global data verification and improvement tool.

Previous experience

Merrigan has led monitoring and evaluation for major national and international programs in Africa and Asia for over 15 years, and has extensive experience in program management, advisory and leadership positions. He has provided national-level support to governments and donors in countries including Botswana, Cambodia, China, India, Indonesia, Malawi and Nigeria.

Merrigan served as FHI 360 Cambodia’s Senior Program Officer until 2004 before transitioning to the Asia Regional Office, taking up the post of FHI 360’s first Regional M&E Officer, before transferring to Nigeria as M&E Director for the GHAIN Project in 2007, where he oversaw a team of more than 70 dedicated M&E personnel.

In 2009, he moved to Botswana where he was Chief of Party for the COACH project, where he was Principal Investigator (PI) for two CDC-funded programs including a community based counseling and testing intervention, and a PMTCT peer support program in 9 districts. Following this, Merrigan was the Chief of Party for a USAID-funded capacity building program building the capacity of civil society actors in HIV prevention programming, and community care and support.

In 2011, Merrigan transitioned back to a Regional M&E Advisor for the African region and led M&E systems assessments as part of FHI 360’s Program and Technical Quality Assessment process in 8 countries. He was also the PI of the 2012 Botswana Biological and Behavioral Survey among key populations, and is the PI for the 2017 follow-up study.

Merrigan holds a DrPH from Flinders University of South Australia, and a Masters in Social Science from Edith Cowan University, Western Australia.
